Of all the states in Mexico, only Quintana Roo (Cancun, Cozumel, Maya Riviera, etc) ranks as competitive, according to a study made by the Monterrey Institute of Technology at the behest of the Tourism Ministry. Measured were human, natural and cultural resources, infrastructure, professionalism, transportation facilities and similar items. Baja California Sur (Los Cabos) came in second. At the bottom of the list was Durango, so plagued with narcotics-related violence that it recently was added to the U.S. State Department list of areas to be avoided. Nonetheless, according to the study, insecurity thus far has failed to discourage tourism.
