In his annual report on the state of the republic, President Felipe Calderón noted that international tourism earnings had fallen by 4.5 percent during the first half of 2011. The total was $6.1 billion, disappointing in what Calderón had dubbed The Year of Tourism. In the past, presidents spoke in person before a joint session of Congress. This year, Calderón simply delivered a written report while cabinet ministers discussed their areas at press conferences. Tourism Minister Gloria Guevara noted that while earnings were down, individual tourist spending has increased from $454 per person to $472. Goal for next year is to raise this to 483 dollars while trying to increase arrivals by 15 percent.
